The health resort and hotel complex facilities will be launched in the Crimea gradually
Currently, there are 1092 health-resort and hotel organizations of various forms of ownership on the territory of the Republic of Crimea, as well as about 2700 small funds. As part of the high readiness regime and in accordance with paragraph 9.1 of the Decree of the Head of the Republic of Crimea dated May 30, 2020 № 178-U «On amendments to the Decree of the Head of the Republic of Crimea dated March 17, 2020 № 63-U». The activities of the health resort and hotel complex of the Republic of Crimea are still suspended until further notice.
Today and in the near future, those who are arriving in the Crimea by air, rail and road transport without the absence of registration in the Crimea and property, they are necessarily sent to the Observatory at their own expense. This is an unpleasant but necessary security measure designed to ensure the very possibility of the beginning of the summer season on the Peninsula.
Today, the Government of Crimea, Ministry of resorts and tourism of the Republic of Crimea developed and agreed a plan with the Federal Center. It will permit to launch health resort and tourist industry gradually.
The first stage involves the launch of health resort and hotel organizations that have a valid medical license to provide medical care for health resort treatment and medical rehabilitation, which are ready to fully implement the recommendations of Rospotrebnadzor in the current version.
The first stage is designed for intra-regional recreation and health improvement of Crimean and in a calm sanitary and epidemic situation can begin no earlier than June 15. Before operating the accommodation facility submits a Notification about the beginning of the work through the portal of the Government of the Republic. It is being tested with participation of employees of Rospotrebnadzor, the Ministry of health of the Republic of Crimea, Ministry of resorts and tourism of the Republic of Crimea in compliance with the recommendations of Rospotrebnadzor. In addition, they need to have the experience of providing medical services, medical databases and the corresponding number of staff.
Now, the managers of about 40 placement facilities have declared their readiness to work in this mode.
The second stage is supposed to allow the operation of hotels that will confirm their readiness to implement the recommendations of Rospotrebnadzor relevant at that time and again with a stable san- epidemiological situation. Before starting operation, the accommodation facility must be inspected by the Commission and submit a Notification of the start of operation through the Government Portal. The start of the second stage is possible no earlier than two weeks after the launch of the first one. The term is due to the fact that from the beginning of the first stage, a fourteen-day incubation period of coronavirus infection will take place, which will make it possible to assess the consequences of launching part of health-resort complex. At this stage, it is possible to start interregional tourist traffic with the approval of the Federal center.
The Ministry of resorts and tourism also plans to create an electronic system of accounting and registration of people staying in the Crimea based on the Portal of State cervices (Gosuslugi) or it will be created a special software. The goal will be not only to fix the real tourist flow and geography of tourist accommodation, but also to provide additional security guarantee for both vacationers and Crimean themselves in the current situation. The third stage involves easing the requirements of Rospotrebnadzor for accommodation of all forms of ownership and type, the operation of entertainment institutions, etc. The start date for this stage can be determined on the results of the first two.
At the same time, on behalf of the Head of the Republic of Crimea, recreation programs are being developed at the expense of budget funds of a number of citizen categories. Conditions and periods are being determined for the organization of children's recreation.
Now, we are working hard to soften the requirements of Rospotrebnadzor for the objects of the health-resort and hotel complex, to develop new recommendations, specific response plans and mechanisms for working at all stages.

But this should be done carefully, step by step, in order to prevent the deterioration of the epidemiological situation and additional risks for both residents of the Crimea and its guests," said Vadim Volchenko, Minister of resorts and tourism of the Republic of Crimea.
