It has been adopted the law on insurance premiums in the FEZ of the Crimea
Amendments to the Tax code of the Russian Federation providing for the establishment of reduced rates of insurance premiums for participants of the Free Economic Zone (FEZ) on the territory of Crimea and Sevastopol have been adopted.
For organizations and individual entrepreneurs who have received the status of a FEZ participant in the territories of the Republic of Crimea and the city of Sevastopol after 1st January 2018, reduced rates of insurance premiums in the aggregate amount of 7.6% are set from 1st January 2020, taking into account certain features. The FEZ participants who have received this status since 1st January 2018, they will apply reduced rates of insurance premiums from 1st January 2020, and those who have received this status since 1st January 2020 from the next month after receiving this status.
Reduced rates may be applied until the amount of the insurance premiums benefit received (i.e. the difference between the generally established amount of contributions and the amount paid at reduced rates) exceeds the amount of capital investment made by the payer in the framework of the investment project, adjusted for an increasing coefficient. Increasing coefficients are set by the Government of the Russian Federation depending on the type of economic activity carried out by the FEZ participant based on the priority of development of certain economy sectors of the Crimea and Sevastopol.
"The law is long-awaited. The use of a reduced interest rate will increase the investment attractiveness of the FEZ participants. The benefit for insurance premiums is the most popular of the entire set of benefits provided among participants. Now, 1213 projects out of 1305 contracts are implemented by SMEs in the Crimea, which is more than 90% of the total number of the FEZ participants. Let me remind you that during the period of operation of the FEZ, about 122.1 billion rubles were allocated for the implementation of investment projects," said Dmitry Sheryako, Minister of Economic development of the Republic of Crimea.
The deadline for applying reduced rates of insurance premiums is set before the end of the operation period of the FEZ. The FEZ participants in respect of payments will apply reduced rates of insurance premiums and other remuneration in favor of individuals engaged in the implementation of an investment project in the FEZ, information about which is contained in the investment declaration.
Federal law No. 204-FL dated 13 July 2020 entered into force from the date of its official publication and applies to legal relations that have arisen since 1st January 2020.
